The Keys to Unlocking High Performance Parking: A Dynamic and Scalable Digital Curb Inventory

Presented by: Eliot Mueting, Head of Implementations, Populus
As cities face mounting pressure to manage their curbs more effectively, a digital curb inventory has become a non-negotiable. But what does it take to build one that updates regularly, scales citywide, and supports multiple departments? In this session, panelists from Miami Parking Authority (MPA), the New York City Department of Transportation (NYCDOT), and Populus will explore two distinct, yet equally effective, strategies to build a digital curb inventory – one that pushes data out via API and another that pulls data in via automated integrations. Attendees will walk away with actionable insights into building and maintaining a living, regularly refreshed curb inventory, aligning digital curb data with existing city systems, and how to choose the right “source of truth” architecture for your city. Whether you're managing a compact downtown or a sprawling metro region, this panel will give you the tools—and inspiration—to rev up your city’s curb management strategy.

From Policy to Practice: How Pittsburgh Modernizes Parking Enforcement with LPR and Ticket-by-Mail

Presenters: Mike Bourre, VP Sales & Marketing, gtechna, David Onorato PTPM, Executive Director, Pittsburgh Parking Authority, Ben Pisch, VP Clients and Markets NA, SenSen
Pittsburgh’s LPR-driven Ticket-by-Mail system is transforming parking enforcement. In this learning lab, we break down how a gradual rollout has been delivering results: coverage, compliance, and a smooth process for residents. And it doesn’t stop there. Street cleaners are saving up to two hours a day thanks to less traffic disruption. In the entertainment district, zero-confrontation enforcement is the new normal: what once required a Police escort is now happening safely without backup, increasing compliance and officer safety. With proven success in hand, the Pittsburgh Parking Authority is expanding into other high-impact areas, including loading zones and bike lanes — with AI-powered LPR upgrades on the horizon. This modern enforcement earns support, not pushback. But it doesn’t happen by flipping a switch. It takes time to get workflows right and systems running smoothly. We’ll go over what it took — and what it takes — to make such a system work: how to get started, how to measure impact, when to upgrade, and what technology is best for every scenario.
