- Learn how to prioritize the most urgent concerns, focusing on how deferring makes problems worse, and get buy-in to provide funding for the repairs.
- Consider how parking pricing and incentive structures can be beneficial for funding long-term maintenance and repairs through financial modeling.
From Streets to Strategies: Using LPR Data to Inform Urban Parking Policy
Presenters: Raynell Cooper, MCP, City and County of San Francisco, California (SFMTA); Cameron Clark, Dixon Resources Unlimited
License-plate recognition (LPR) systems are increasingly becoming the norm for on-street parking enforcement. Their benefits for officers on the street are readily apparent, and they can also provide invaluable insights for planners, especially on unmetered blocks where data can otherwise be sparse and expensive to collect. Hear from a consultant about how this data is processed and from a local government about how it’s used to shape better policies.
Objectives:
- Learn how to intake, analyze, and display data from vehicle-based license-plate recognition software.
- Discover how public sector planners can expand their understanding of their city.
- Understand how using LPR data can be advantageous compared to more traditional data collection forms.

Supply & Demand in Parking: Is it Even Real?
Presenter: James Barr, BSc., Turnstone Data
It's long been hypothesized that on-street parking behaves like a supply-and-demand market. Demand should go down when the price goes up, and the problem of overly busy block faces should be solved. But is that true? Armed with data from thousands of actual blockfaces and some simple math (we promise), we will investigate the economics of on-street parking and see if we can't figure out precisely what, if anything, is affected by rates.
Objectives:
- Apply supply and demand analysis to on-street parking scenarios.
- Identify weak and strong supply/demand relationships in parking data.
- Appraise the value of various metrics to on-street parking operations.
4 – 5:00 p.m.
