Sponsored Learning Lab: The Power of Collaboration: How Cities Can Work Together to Drive Successful Policy Change
Cities that share data through technology can experience numerous benefits including enhanced decision-making, increased transparency and collaboration, and improved customer experience. In particular, benchmarking enables cities to optimize their operations based on comparisons to other peer cities. However, determining which cities to use as peers and getting access to current, relevant data is time consuming and expensive.

Sponsored Learning Lab: Coding the Curb: Digital Infrastructure for Curb Management
Digital infrastructure has been proven to be a necessary investment for cities thinking of how to manage their streets in the future. How do I manage shared mobility (bikes, cars, scooters)? Sidewalk delivery robots? Autonomous vehicles, drones, and other devices not yet conceived of?
Digital infrastructure is being developed and honed by department of transportation and parking officials in partnerships with technology providers to enable this future. With small micromobility devices (e-scooters and bikes) being the first to prove the use case these same methods are increasingly being deployed to manage larger and more complex fleets (carshare and commercial delivery vehicles). One example of Digital Infrastructure is an easy-to-use, share, and update inventory of a city's curb and parking regulations. However, creating this data, integrating it with legacy systems, , and leveraging it for real world use cases can seem impossibly daunting — but it doesn’t have to be. This session will cover new data standards, such as the Curb Data Specification (CDS) and Alliance for Parking Data Standards (APDS), and the role they play in helping city departments of transportation and parking authorities more effectively manage and control their curbs. Monday Opening General Session: Walk Through the Doorway: Living a Life of Courageous Growth
Sponsored by: PayByPhone US Inc.
From a young age, we are pushed to compete with one another for limited resources: grades, school admissions, money, jobs, even respect. This belief in an “economy of scarcity” is learned although it is never explicitly taught, and the results can be seen in the interpersonal and organizational dysfunction that permeates our lives and workplaces. Just as importantly, this reality can make us afraid; afraid of falling behind, afraid of choosing the wrong path, afraid of letting down the people who love and rely on us. In this keynote, Wall Street Journal bestselling author Drew Dudley provides a roadmap to embracing a different type of economy – one focused on personal growth and collective empowerment. Embracing this “economy of abundance” requires a fundamental shift in both mindset and action, and Dudley provides practical strategies for acting as a catalyst for that shift both personally and professionally. How our curbs and streets are being used today is drastically different than when they were designed and is changing rapidly. The City of Oakland found that their commercial loading zones were occupied 95% of the time, and half of the time illegally. They embarked on a plan to reimagine their curbs: adopted a new priced commercial loading zone strategy, expanded their metered spaces, and implemented hardware-free, GPS-based Smart Loading Zone technology. Quiet Leadership: The Power of Introverts
Session sponsored by: Hallcon Corporation
Extroverts don’t have all the answers; they may do themselves a favor when they can learn to step back, talk less, and listen more to the introverts on their team. Introverts offer a unique perspective when planning or problem solving, yet because they’re not always as outspoken as their extroverted colleagues, their quieter contributions may be overlooked. Finding the balance between action and reflection is essential if we are to create and sustain healthy organizations. USDOT Research on and State/Local Experiences with Parking Cash-Out Policies
Session sponsored by: Hallcon Corporation
Research conducted by the Federal Highway Administration (FHWA), and previously featured in an IPMI webinar, examined the expected city-level impacts of various parking cash-out ordinances. The session will begin with rehashing some of the key highlights/take-aways from the FHWA research, including summarizing research results from a modeling study of five core parking cash-out scenarios applied across a sample of nine cities. (The analysis shows substantial potential for reductions in vehicle-miles traveled (VMT), congestion, emissions, and crashes.) More importantly, new parking cash-out laws have been enacted in California (AB 2206 was signed by Governor Newsome on Sept. 30, 2022) and Washington, D.C., (where the first compliance reporting requirements have just kicked in), and government leaders implementing and enforcing these laws will share their experiences and preliminary findings. Active Curb Management: Metrics, Data, Research, Pilots, and Interventions
The main aim of this presentation is to help answer critical questions around the curb: Why and how to manage the curb? Rather than offering a single and definitive question, we present a proactive approach to critical thinking to achieve desirable outcomes. Speakers will identify and prioritize relevant performance metrics (e.g., curb space efficiency, environmental, economic, safety, customer experience, etc.) in combination with data needs, applied research, and plausible interventions in the real-world. Speakers will offer a snapshot of an active pilot program applying these concepts at DFW Airport in partnership with the North Central Texas Council of Governments. The project includes automated parking integrated with active curb management and a parking supervisory system that demonstrates parking autonomy, as well as machine communications needed for a robust and manageable system.

Harness the EV Revolution to Increase Revenue in Your Operations
Electric vehicle (EV) sales are gaining a larger share of the automobile market. Many automakers have detailed plans to electrify large portions of their fleets over the next decade, with some announcing goals for fully electrified lineups within five years. It is predicted that 58 percent of cars sold by 2040 will be electric. In addition, the Infrastructure Investment and Jobs Act (IIJA) includes $7.5 billion to help accelerate EV adoption and build a nationwide network of EV charging stations to accommodate this staggering growth. Implementing EV charging stations is a visible indication of parking and transportation entities’ commitment to sustainability efforts. Charging stations also provide a competitive edge since EV owners tend to stay, spend, and buy where they can recharge. Studies show that EV chargers attract shoppers to retail locations; professionals and businesses to office buildings/business parks; and residents to multifamily developments. The conversation will focus on the impact of EV demand, challenges and benefits of implementing EV, emerging technology, and ways to save costs.

Building Your Group of Champions to Become Your Army
Networking is such a personal activity; it is not a one size fits all practice. Most people get bogged down in the details and miss out on the foundation of how to build and retain an effective network. Nurturing a network is like finding your community of weirdos with whom you develop friendships. Where are they? How do you maintain interest and most importantly, how can you champion them?
