Matt Penney, CAPP , is Director of Parking and Transportation Services for Baylor University in Waco, Texas. He has been in the parking and transportation industry for the past 19 years. Prior to Baylor,he served as General Manager and Vice President of Longview Transit, as a funding specialist for Texas Department of Transportation (TXDOT) and as Director of Service Development for Waco Transit. He holds bachelor’s and master’s degrees from Stephen F. Austin State University.
